my dad is a truck driver and the purpose of those is to check the driver's log books (make sure they aren't driving too many hours. they are only allowed to drive a certain number of hours per day and per week to prevent accidents.) and to make sure they are not loaded too heavy.

The weigh stations are not always closed. It may seem that way to you, especially if you travel at times when truck traffic is lighter. Due to budget and manpower considerations, the weigh stations are only open part time!
Rather than having them open all the time, they open when there is likely to be a lot of truck traffic.For example, you will see quite a lot of trucks on the road late at night. Many truckers try to travel when the traffic is lighter! The weigh stations are more likely to be open at those times, then during rush hour!
You can not count on this to be true. They do open the scale-house at all different times. This is to keep truckers from knowing that they can not worry about the scales at certain times.
At the weigh stations, they check for overweight vehicles. They also look for safety violations (bad tires, cracked glass, bad or misadjusted brakes) and may check the driver's logs to be sure that they have not exceeded the maximum time behind the wheel!

Because they are usually open when looking for someone or some thing. Also, there are portable scales that police (SUV cops) carry with them so that they can make busts without having to man the scales. Besides, can you imagine the backup if they were all open all the time? There would be 18-wheelers as far as the eye could see.
