I actually haven't found a website like that, BUT:
wikipedia (http://www.wikipedia.org) is GREAT for that kind of thing. Usually, under any author's name, they have a list of all books published by that author in order by date. I can't vouch for it being correct 100% of the time (no one can -- it's a user-edited site), but I would say it's your best bet.

I agree that wikipedia is a good starting point. you could also google your author and find if there are any good sites, including an "official" site....many living authors have sites now, and they would surely list all their writings.
you could also try library of congress....it is, I believe, www.loc.gov

www.worldcatlibraries.org includes the holdings of thousands of libraries worldwide. It can be searched by author. It might come closest to what you are looking for.

Libraries carry Books in Print, but that won't include out-of-print titles. You can also look at amazon.com which is pretty comprehensive.
