Does the IGN gaming website have a annual fee. If so, I probably signed up to that and forgot about it. If not, is there any other $10 annual fee for any other IGN website?

Also, more importantly, I have not been on IGN for years, and have therfore forgotton my Username and Password. How do I unsubscribe without this information, and it also rejects my email

Yes, the probably do have an annual fee, and that's how they support themselves, mostly, by having people sign up and then forget.
You can protest the bill by writing to the address on the back of the credit card, which will start the ball rolling, but try going onto the site. Most sites have a way to find your password if you haven't changed email addresses or remember the old one.
