probably refers to an afternoon thundershower. They are common in the U.S. during the summer months and happen almost daily in places such as Singapore and Bangkok

.it is the shower at 4 p.m.when the schools & other institutions , offices close for the day & pupils & people are ready to go home. this phenomenon is seen especially during monsoon season, it starts raining at about 4p. m. as children are about to leave the school putting them into lot of inconvenience ( rather excitement since the youngsters love to get wet in the rain).this pattern of raining at a particular time continues for a few days
