You did the " rock on rope" and that did not work...it got caught up....so no need to repeat what did not work.
You could try a fishing line with a weight on it but " No Hooks" and tie the rope to the weighed section .. I don't think it will work because of the previous test failing.
You could try a bow and arrow with a weight on the front to force the arrow in a downward direction....I suspect it will get caught in the downward decent in the branches....
I further doubt the remote control airplane will work at all - that will surely jam up in the branches.
The safest method is probably going to come down to " The Climb" but I would use slats of wood nailed to the tree to go up as far as you can on a tree ladder. Once you remove them the tree will heal up rather rapidly they are not significant holes and will not cause it to die or anything of this nature. If in doubt do not remove them all at one time, half then a few weeks later the other half.

Check the yellow pages and see about contacting a construction company--they may be willing to let you use a truck equipped with a cherry-picker for a small fee. If you don't want to go that route, I suppose the best way I can think of would be to climb that tree and manually toss the rope over the limb. You might be able to use an A-frame ladder or an extension ladder to help, depending on how dense the branches are.

Find a neighbor with a swimming pool and ask to borrow their skimming net pole.
Tie a weight to a string and life the string over the branch and tie a small rope to the other end of the string.
Pull the string to get the small rope over the branch and then tie the BIG rope to the other end of the small rope and hoist IT over gthe branch.
Taa-daa!

Take a strong string and tye one end to the rope and the other end to a weight, the rope being to heavy, and the string light will give you better control of your through. Through the weight over the limb and pull the rope over the limb with the string..If this doesn't work for you , get an extension ladder. Do not use nylon rope, it will stretch as much as 1/3rd. Use Dacron or Hemp.

Try something smaller, like a fishing weight on kite string. Use the string to pull the heavier rope over the branch.
I have a fishing arrow, and a bow that works wonderfully for this. A wrist rocket (sling shot) might help you get that weight over your branch.

All valid suggestions so far, yet you don't state that you actually attempted climbing. Given that you assume the target branch to be substantial enough, then I assume those below it should hold your weight to climb without dragging a tire and rope weight up with you.
The other notion I have is a bow and arrow with a feeder line attached, then attach that to your ROPE/Chain, and PULL.

You could get a ladder? Other than that, putting a weight on the end and throwing it over is the only way I know of...Just make sure the branch is sturdy enough..either way it will weaken that branch of the tree eventually.

Start with fishing line- you can use a weight with a fishing rod. I made a hole in a hard rubber ball, threaded the fishing line through it, I used a lacrosse stick and a little bit of luck, then tied the fishing line to a small diameter rope, then to the climbing rope.
