I don't know where you're from, but check to see if any of the large cities near you has an aquarium club. The clubs have auctions, some of which may be open to the public, and I've found this is a great way to find things that stores don't carry (plus the quality is usually better). You can often get equipment as well.

If you buy online, you'll have shipping to pay, which only increases the cost for the shrimp and equipment. You can check to see if there are listings in your area for http://www.freecycle.org/ or http://www.craigslist.org/about/cities.html - these are a sort of online "classifieds" when you can buy or get stuff for free - you might be able to find a tank.

If you want to look online for the shrimp, try the invertebrates category on this site: http://www.aquabid.com/ or here: http://www.liveaquaria.com/product/scateg.cfm?pCatId=1075

But I'd ask if a local pet store can special order some of the types of shrimp that you want - it's not only cheaper (no shipping), but you can see the shrimp before you buy them.
