depending on if you want the tulips to come back next spring or not or if they are older bulbs. After they bloom & flower stalks have been cut back, you need to allow them to "energize" for next season before they go dormant. Just leave the blades of the plant for approximately 1 month, then snip off at ground level. Depending on how old the bulbs are they should multiply some. In my experience tulip bulbs are good for approximately 3 years or so. Some people recommend digging them up every year, but can be a very tedious task. So to answer your question I would wait about a month after they have bloomed to cut down to ground level. By this time your bulb should have enough energy stored up for next springs show. Same goes with Daffodils

Tulips are biennial and will only bloom for two seasons. However, they will need to be separated from their offspring after their two years are up. In the fall after all the green foliage has died back, dig them up and remove the mother bulb and replant the babies. You'll have to do this every two years.

Do not cut the leaves back. They need the leaves to absorb light for the corms (bulbs) to grow. You can cut them back when the leaves begin to turn brown, or just leave them to mulch into your garden. After 3-4 years, dig up the bulbs, they will have multiplied, break off the little ones around the main bulb and you will have additional bulbs to plant.

Anytime. You can leave them in the ground if your climate isnt too extreme and they will bloom again next year. If you fet snow or hard freeze you may want to dig them up, pet them in a paper sack, and store them until planting for next year.

Put them in your or someone elses compost pile, bury them, put them in the trash can, or take them to the dump or yard waste recycling center.
