Generalizations are basically stereotypes. Usually there is some root of truth to stereotypes (white men can't dance), but of course there will also be a lot of exceptions.
I'm sure there are plenty of women out there who can be pretty ruthless, and while I don't like generalizational statements because of the inherent disparity in people, it is true that men & women are different. Men & women are inherently and biologically different and emotionally different, and these differences, however much the feminist movement in the 70's pretended didn't exist, do very much make one another act differently.
In fact, if anything, the feminist movement is largely responsibile for the increase in women in the workplace and the decline of the traditional family, and the increase in the divorce rate. I am in no way saying men are better than women, I'm just saying we are different, and those differences should be applauded, not ignored.
Back to your question, with the rise over the past 30 years, of women in corporate culture and high up in the business world, I am sure many women had to (or at least felt like they had to) be ruthless in order to compete in a man's world. Often women had to be ruthless just to survive in that culture (although that is waining now), much less suceed.
But as everyone is not exactly the same as anyone else, you really can't lump all men and all women into 2 singular categories.

Perhaps, but most of the modern historical despots, megalomaniacs and murderers have been men. Emotional ruthlessness is nothing compared to that. Think about it.

my husband works in a prison system.....he wont work in a womens prison.says they are mean.....also women officers are ruthless.
