The water will be dirtier, the roach will be cleaner,
the roach will die.
Insects breath through small holes on their abdomens,
(the back section on an insect), which are too small for water to penetrate normally, but the decrease in surface tension caused by the soap will allow the water to flood the insects lung, killing it eventually.
Probably more than you wanted to know.

The cockroach won't dirty the water, because it's too small. And there's one more thing, can you see the cleanliness of a cockroach? the cockroach is dark brown in colour, so it's very difficult to see whether it's clean or not.
One more thing, the cockroach may die if you put it in the water. Make sure you don't dip its abdomen into the water where it will drowned. (the breathing system of insects is located at the abdomen)
