It uses all of the letters in the alphabet, but is not the shortest to my knowledge.
"Jackdaws ate my big sphinx of quartz" uses 30 letters.
"The quick brown fox jumps over a lazy dog." uses 33.

Since it contains all letters of the alphabet, this sentence is used for all people studying or learning how to type. I remembered that we had a drill in college blindfolded and putting our fingers at the keyboard at the right location and typing this sentence a lot of times. I hope I was able to answer you question.

It uses every letter in the alphabet and was used a lot when typewriters were still the main form of written communication to ensure there were no problems with the function of any of the letters.

As the others have said, it contains all the letters of the alphabet. We used it in typing exercises when I was learning to touch type.

It is what is known as a PANGRAM, in that it contains all the letters of the alphabet (PAN meaning "all"). There are other examples in English:
Back in June we delivered oxygen equipment of the same size
How quickly daft jumping zebras vex
Amazingly few discotheques provide jukeboxes

There are examples in lots of other languages too!
