ok, here we go. Roll 1 regular six sided die. Low numbers equal 1 - 10 high equals 11 - 20. roll again to divide into 2 sets of 5 numbers. roll once more to get the specific number re-rolling 6s. Example: first roll is a 4 = 11-20 second roll is a 2 =11-15 last roll is a 3=13. You can use 3 different color dice to get a quick result.

Gather up 20 glass stones or similarly sized objects. Number each of them from 1-20 with a sharpie and put them in a draw-string bag. When it's time to roll, just pull a stone out of the bag and see what number it is. Voila! Make sure you return the stone to the bag so you always have 20 in there when you need to draw another stone. Have fun!

All you need to do is generate a random number from one to twenty. One way of doing that is separating values ace through ten of two suits from a standard deck of cards. One suit will be the value printed; the other suit will that value plus ten. Another way of generating a random number is pointing at any random stock in the business section of the newspaper until you find a price of twenty or less. Get a thick book. Choose a random page. Add one to the page number if it is odd, divide by twenty and the remainder is your random number.

2 d10s to give you a percent 01-05=1 , 06-10 = 2, 11-15=3, etc. to 96-00 = 20.

If I am reading this right, you pretty much just need a set of dice..
A set of D&D dice should only run you about 3 to 4 bucks maybe less for all the dice you need..
