Cookies are intended to help webpages load fast. However some bad cookies will transmit the users information to others OR it will track the internet activity of the users.

It is suggested to once clean all the cookies. Secondly to configure the security settings of internet browser (eg Internet explorer / firefox etc.) to the desired level. At each level of security the browser programme will display the details.
Mostly Medium level should be OK for most of the users. These levels will indicate that all those cookies which can transmit the information will be deleted from the computer

Generally, no you should not delete your cookies because most of them barely have an affect on how fast your computer runs in general and considerably speed up how quickly you view internet sites that you have visited before. Deleting ones that cause a larger draw on your processing power is a good idea though as is deleting ones to sites that you haven't visited in a long time or that you do not plan on visiting again.

so cookies can slow down your computer if they are tracking the system hard enough, but most generally cookies are used to help the web pages load quicker the next time you visit that site and are harmless. deleting cookies are up to the discretion of the user. get Ad aware SE and run a scan only delete the cookies it brings up that are considered dangerous or heavy trackers.
