NO SATISFACTORY REPAIR. YOU CAN INSTALL A CUTTING BOARD IN THAT LOCATION BY CUTTING OUT A HOLE IN THE COUNTER. THESE TYPE OF CUTTING BOARDS WERE MADE IN THE PAST AND I WOULD THINK THEY STILL ARE. I JUST HAVEN'T NEEDED ONE IN A LONG TIME SO I HAVEN'T NOTICED ANY AROUND.

It is probably a burn, something that MIGHT help is to lightly sand with 440 grit sand paper. You might start a little courser, say 150 to 330. Sandpaper will leave the surface dull and if the burn is deep enough, it might sand through the top layer and expose the brown layer underneath. But if you get the discoloration off without removing too much of the top lamination, you can then take a buffing wheel and rouge and polish it to fairly closely to the other surface area.

If the countertop is wood laminate, the cause is moisture from the wood being pulled up into the top coating. It will need to be recoated.
