"Non-Cingular version" is a same brand of phone that Cingular/ATT offers which was purchased from another carrier, that for one reason or another does not work in or through the Cingular/ATT network.

If your phone has a SIM card, you might be able to overcome this by replacing it with one configured by Cingular.

Sprint or Verizon would be non cingular
