NO! Its just a SCAM to attempt you to pay money for handling! Once you fall for it all you do is loose!

its spam, you have not won anything, if you reply or try to get the "money" they will want your bank details etc..
a big scam only you will loose if you respond

Its a MAIL SPAM, disregard it and report it as a spam.
