I have a french penfriend and she always writes a+ at the end of letters what does it mean?

It means "see ya laters"..

Short for "à plus tard"

It is the abbreviation used in France to say "A plus tard". It is usually used when you write to people with who you are quite close. It is not formal, but usually young people use this abbreviation.

It is almost like the "See U" in UK.

It's probably short for "amitiés" - which kind of means friendly greetings or simply best wishes. It's probably French txtspk.

"a+" is short for "a plus" which itself is short for "a plus tard" which basically means "see you later"/"speak to you later"
