The answer is no. Cockroaches can survive in any condition, even in a nuclear explosion. They are hardy creatures and are very muscular. If cockroaches were enlarged to the size of man, it could kill us with one stroke of its forelimb. Hence it wont die when it lies on its back, though it may be motionless for hours.

Pour boiling water on it, and wait for its guts to come out, then it's dead. Just because it's lying down on its back, or even face up with some goo coming out, doesn't mean it's dead.

What is "lay back"? If you step on it, it sort of scrunches.
