Sorry, soapy water won't cut it; and in fact will probably make things worse. Soap won't get rid of hard water scaling - it'll just scum it up. Soap won't get rid of any mold or fungi - it'll actually feed them. Use a commercially available RO membrane cleaning solution. They have to meet government requirements.
