I always put distilled water, then I ran out about two weeks ago and started filling it with tap water, then I noticed the beautiful blue river rocks, started being corroded with this yucky white stuff....is there simple way to return my rocks to a healthy color?

Soak them in vinegar or an acid solution.Rinse them and put them back in your fountain. If using vinegar, you will need to let them sit for a few hours most likely.

Carefully, I repeat Carefully brush down the rock with some Muriatic acid. Use it sparingly and Don't breathe in the fumes or get any on your skin. Keep a garden hose handy for the rinse. Buy the Muriatic Acid at any Home Depot or True Value hardware stores. It's also used for pools and spas. Throw the brush away when done. Don't get any on your clothes. Vinegar takes too long where as the acid works instantly. Remember that it is very strong stuff so be extremely careful.

Vinegar is used to remove lime deposits. Just make sure the birds cant drink the water.
Many homemakers use vinegar to clean lime deposits on faucets.
Vinegar is also used to clean concrete/lime.
use full strength.
P.S. Muratic Acid could also damage your stones.
