They pee and poo outside my uncles' shop, and my poor uncle has to clear it. Is there anyway to discourage them from doing their business there?

First off, do not feed them.
Do not play with them.
Chase them off.

Or call your local humane society.

Red pepper works! Buy a large container and sprinkle in the area the cats like to do their business. Also, check with a pet store...I know there's a product for dogs and there may be one for cats as well. Good luck!

Prevention is key here.

Cut back bushes, clear away hiding spots. Block holes and hiding places with wood or chicken wire.
The more hostile the environment, the less likely they will hang around. Also, people will be less likely to "dump" their pets. (this is super common)

Trap the cats and take them to the shelter.

There are sprays at pet stores that work.
