Illiteracy and poor education levels, result in lack of awareness about the importance of regulated population growth for progress and economic development.
Some segments of religion, in the conservative land of India, have somewhat rigid rules of ethics and family tradition, followed withnimplicit faith, leading to the belief that checking population growth is sin!
Unemployment and poverty, lead to the notion that more people per family, may bring in more earning capacity, in the labour intensive areas!
In the tropical land of India with friendly and steady climatic conditions almost throughout the year, conceiving rate and fertility are conducive to quick growth of population!

Early marriages, without family planning, poverty and unemployment. Some religions are against family planning that is also one of the causes of overpopulation. Govt. has no clear cut policy of family planning. Population increase without corresponding increase in resources are one of the causes of concern for overpopulation. There is no uniform policy adopted by Govt for all.

India is a very poor country and one of the most unhealthy areas in the world. Cleaning it up and having them become aware of their conditions would be a good start. A sewer system would be a great start. Getting large corporations interested in investing to change it would be beneficial.

They like sex,
And in fact the Hindu religion is more progressive than most repressed christian or islamic teachings stating that sex is a good and healthy thing.
Plus large families are seen to be a good thing.
