Best rap group? No, although they did pioneer a new subgenre of rap. In my opinion, I can list quite a few rap groups that may be considered the best for example:
A Tribe Called Quest
Freestyle Fellowship
Digable Planets
Boogie Down Productions
Blackalicious

I wouldn't say the best, I'd certainly say one of the best. Personally I think Wu-Tang were the best rap group of all time. Because most members of N.W.A. had the same rap mentality, where as Wu-Tang had several different members with totally different rapping styles. And yet they made it work.

NWA/Public Enemy- I feel almost like they were the same group only on different coast, both doing the same thing; Making people think about what was really going on in the world. But personally, Cube used to rip it back in the day so did Eazy so I go with NWA

yes if cube would have stayed and they put out atleast 2 more albums there would be no question all these cats were cold rappers except d j yella dre and yella had the beats and eazy e was crazy with his style and ice cube the best writer rapper in the bizness he wrote his lyrics and eazys and they were tight and ren was not talented as cube but that made him try harder and his lyrics could get a little rough that just bought another elment to the group best rap group with cube yes best rap group without cube no

N.W.A did it all man every single one of them did something for the rap industry look at dre, cube and eazy.
they all brought something to rap that changed it.

i saw them in concert way back in the day eazy, dre, cube the jheri curl dayz. it was great i was only 17 i lived in kansas city mo at the time
