Your power supply could be grounded to the case. If you've got kids in the house, better replace that power supply. Somebody might get a nasty electrical shock.

No, I would suggest looking into getting it looked at. Until then you might want to leave it off for while.
Have you been using it a lot lately? Like for 20 hours at a time? If so don't worry it's just over heating, take a break and let it rest. But again if not get some help.

This is of course abnormal. The casings have sometimes very weak static charge to dispose off dust particles. I think you are feeling this charge.

Either what you are sitting on or where your PC is sitting may be static discharge,especially if its the screen you are touching.

could be the wall socket is miswired or the 3rd prong on the computer power cord is not making connection
