You could either write to disney channel or to the twins themselves. Explain why you want to meet them, although they may not be able to meet you they could send you a letter or autograph, make sure your letter is very convincing, don't just say that you want to meet them because you like them, they will get letters like that all the time, appreciate their acting skills and explain how it would make your birthday special. I am very sorry but I don't know their address for fan mail but I am sure they have a website, it will be on there.

Unless you know someonet that knows him you can't. Celebrities, typically, are NOT available to meet the public, unless it is at a public event.
