I cant get in any of the power band except 1st or 3rd sometimes , i have done everything you can think of went through 13 spark plugs changing them and looking at them. I have also replaced the top end kit and replaced the carburetor, i'm all out of ideas. COULD IT BE THE POWER VALVE. PLEASE HELP!!!!

it could be the powervalves, open them up and inspect them for ful movement, clean them with some carb and brake parts cleaner. if that isn't the problem I would suggest moving the clip on the jet needle. bogging can be a lean or rich symptom its hard to tell without actually hearing the bike, first try going richer, and if it doesn't help or gets worse, go leaner

Yes, if the powervalve is sticking shut, the bike will dog out in the mid range and stop revving.

When you replaced the top end, did you check the piston to cylinder clearance and ring end gap?
The cylinder could be worn out.
Those checks are very important when doing a top end rebuild.
