YES! You enable it in BIOS.

Power ON, then press F1 or Del to go to BIOS menu screen. Select Power Management Set up in the menu. Go to Power State Resume Control. Select the option you want.

Yes there are solutions for this. Lights Out Managment. UPS failover solutins. They are all dependant on the platform and power solutions you are using. Answer in steps may be expected but you aren't going to get them with such a general question. Furthermore your final statement is rude.

yes it is possible, it is done in the setup menu. when your pc boots up you should see a message that says press delete to enter set up. do what it says and somewhere in one of the menues there should be boot or power settings. sense I do not know what MB you have that is the best I can give you.
