It's a mammal of some form, not a reptile. You can tell by the teeth.
Just a wild guess, but maybe it's a wolverine.
NEW INFO: As you live in California, it's probably either a coyote or a badger or a fox, although I've never known any of them to run on two feet. Are you SURE you saw it on two feet? Maybe it was just your imagination because it moved fast and was scary.
Or, possibly it's an abandoned exotic, like a ring-tailed cat, or a kinkajou. Both are close in size to the skeleton you have, and can run on hind legs, will burrow, and have been sold for the pet trade.

Where do you live (at least which state or province)?
Look like a large rodent to me. The jaw, chin and zygomatic arch as well as the teeth configurations would match this. They are not dinosaurs, but mammals as the set of teeth shows. They eat meat this is for sure. Surely a burrower.
Dinosaurs only have the same teeth patern all the way, and those have canine and incisives, which no dinosaurs ever have...
But the odd thing about your description, is their ability to run on two feet... Never heard that!
If you were in australia, I would have guess a Tazmanian devils (not mammals but still similar bone structures). Honey Badgers are also fitting the description but the bone sizes doesn't look to match...
By the way, they may be agressive because they must defend their nest (probably have babies too)... And I am pretty sure that they like to get out at night...
Anyways, knowing your location could help greatly!

It is a Canid skeleton, as can be easily told from the scapula, let alone the perfectly formed lower maxillary on display, separately. We will not go into the canines and carnassial display. Are you trying to fool an expert? I would venture a small courser, but that is sheer speculation to go along with whatever you are trying to do.
PS Hard to tell, but I think I see a dew claw.

Looks like a member of the order carnivora--check out the teeth. It's probably a dog or a cat of some sort. Do you have coyotes in the area?

Congratulations, you have found a dog skeleton.
The "carnassial" molars, and the canines are a "dead giveaway." FYI, dinosaurs don't have those kind of teeth. Judging from the wear on the molars, the dog probably died of old age.
A Vet could probably tell you what kind of breed it was....
