i just need help to figure out how to approch this conflict

I would say go ahead and tell them, if they don't listen that's not your fault.
Make sure this isn't something You or someone else has already told them before. Then it's just nagging or they already know and don't care.

Yes. It would be a good idea to make sure the time and place are conducive to having a conversation. If the other person won't make themselves available in person, you could always write a letter.

Well, you could try this:

"I'd like to talk to you. Can you promise me you won't interrupt and just listen?" Also, do not ramble. It's annoying to hear "um... yeah, so, like" and sometimes people do tune you out. That will lead to some unwanted arguments later on.
