There is no law against paying people in cash.

Cash , is just like a check.

It becomes a problem, when the employer pays in cash, to avoid payng tax's.

Nothing in the US, but keep in mind the employer must pay taxes on ALL the money. The employees skip the taxes and the employer is screwed if its a large sum of money. Employer is paying taxes on money they "gave" away. Then too, you can right it off as a charitable donation. But, then the employee must report the income on his/her taxes.
