He only appears in the movies. He is considered goku's rival at birth since they were born at the same time and day. King Vegita acknowledges Broly, even though he still a baby, to have a far superior power level, even bigger than that royal family and considers him a threat. He gives orders to kill him and his father.
As they imminent destruction of planet Vegita, Broly's instinct of survival kicks in and saves his father and him by flying to another galaxy.
He looks meager and weak at first sight but when his anger climbs up, he can achieve super saiyan 2 easily and bulks up.

Raul's got it right but his power isn't Super Saiyan 2. Super Saiyan 2 is described as having electricity surrounding their body. His power is called Ultimate Super Saiyan which is higher than Super Saiyan 1 and lower than Super Saiyan 2. It's when the pupils disappear and the body size increases. However its limited because the stronger you are, the less your speed is. Trunks also achieved this level in the Cell Saga. Brolly was able to control his body. Brolly is considered a Legendary Super Saiyan.

Brolly was a legendary saiyan who was very hate Son-Goku! Even his father can't stop him from being so mad...
