It's July 10 - 13 in Los Angeles, CA.
I don't think you can get it. I think E3 is smaller this year, and only a select few from the industry can attend. Unless you're in the business, it's going to be hard to get it.

E3 was disbanded last year.....
I think is called the consumer electronic event or something like that. Don't know if it is open to the public or not.
