As far as states that have the most programs for children with autism in the public schools....California, Florida, New Jersey, and New York. Pennsylvania is supposedly pretty good as well.
However, if you look hard, you will probably be able to find services in most states. I have worked at schools for children with autism in both Virginia and Illinois, and I know of schools/programs in several other states (Tennessee, Minnesota).
Also, in looking for schools/programs I would look into Applied Behavior Analysis programs. The following websites will give you more info on ABA:

We live in Montogomery Co. in MD. The public schools here are excellant and there are many, many private schools here that specialize in autism You are also close to both Children's Hospital in DC (they have a huge staff of developmental pediatricians) and to Kennedy Kreiger Institute in Baltimore (they specialize in education for special needs children and actually have several programs running in conjuction with local public school systems for autistic children). Dr. Stanley Greenwood, recognized worldwide as a leading expert on autism, in based in DC. MD has a state waiver availble for families that can help with respite care and other similar issues and there are even two or three daycare programs in the area specificially for children with autism (there is a wait for them at times though). The area I live in also has a strong reputation for transtional services and living options for adults with autism. The down side is that this is one of the most exspensive areas to live in on the east coast. Buying a townhouse will generally start right around $300,000. Property taxes here are high and while salaries are often seen as high, it is because the cost of living here is so exspensive. We have had to make a lot of adjustments to our budget to be able to afford living in this county, but the services are worth it.

Check out this school in the state of new york. I just talked to them on the phone the other day, They sound great! My daughter has Asperger and we are having a hard time with her school in how to teacher her, they will come and help us right to my daughter school. And they have a program that is geared for children with Autism

when we were thinking about moving the comments and data suggested that the silicon valley area of calif was best. that is assuming you are looking for the state and school district to pay for services. If you are willing to pay for services yourself, Los Angeles near UCLA and Boston scored well.
