What exactly is a faith-based initiative?

When the general public petitions for an initiative to be put on a ballot up for vote an issue that is driven largely by their religious faith.
For instance if a state made a law granting gay marriage and people petitioned saying they did not believe in this and it was a sin and got enough people to sign it for it to be put on a ballot it would be one of those.
