This person has no family at all. I'm the only family he has and I want to have the power of being a family, like in case he needs medical attention or something.

If he is already 18, he is a legal adult and can consent to being adopted by you, even if his parents were against the idea.

You would need to contact an attorney, and start the private adoption of an adult.

Once this happens, he will legally be your son.

If he does not consent to the adoption, since he's an adult, you can't adopt him.

I believe the boy would have to either be emancipated, or you would have to go to court to apply for court appointment of guardianship because of his drug problem,I do not know the laws of the state where you live because you did not provide that information not that I am an expert but many state laws have different rules,I am not sure that you can actually adopt someone whom is 18,be careful that he does not get trapped into the system and they ship him off somewhere to get treatment before you have guardianship of him because then you may not legally able to help him without the paperwork, I think that is great that you are wanting to do that for him, the sooner the better, alot of people do not want to take on that responsibility, you may have to pay some court costs, you could call an attorney about this alot of them offer free advise, find one that practices in family law. And if I might ask how did you end up with a destitute 18 year old boy? Does he want you to be his guardian? Please keep me posted, too many people wish to help the little ones and forget about the older children.
Good luck to you both and I hope that he gets cleaned up.

If he has no family not even a next of kin then he can have the papers drawn up himself. Get a lawyer to do the paperwork and it shouldn't be too expensive since there would be no litigation or contest.

Very honorable of you. I suppose you could talk to child and family services and they would point you in the right direction.
