That means will rain over the 40% of the territory? or there are 40% of probailities to rain over the territory?.

The percentage is the probability that there will be precipitation in the region that day. Rain in only some portions of the region would be described as "scattered showers".

Usually the forecaster will say "30% chance of rain" which means the probability is 40%. It could also mean precipitation to date is 40% of normal. It should be expressed more explicitly.

It is based upon the current weather conditions and how they relate to what happened in the past during very similar conditions.

Essentially it means given the way the weather is or will be (clouds, humidity, barometer, radar, etc.) 4 out of 10 times in the past it rained. (Or 8/20, 16/40, etc.)

It doesn't refer to 40% of the land getting rained on.

The NOAA uses the old definition of measurable precipitation as 0.01 inch in a day. So the term means that any location has, on the average, that chance.

weather people are confusing

the weather station said the other day that it WAS raining right then, and that there was 30% of rain

hmmmmmmmmmm

they also have a pain index, I guess for people who need the weather station to tell them if they are hurting and how much
