No permit required to breed or privately sell your fish. You would however need a business license to sell to most of the larger department stores.

maximum nationwide Parks you're allowed to fish for unfastened, some like Yellowstone require a permit to be criminal. an afternoon license is purely $5 or so. That probable could be worth it to make your dad happy.
