Given that most of the questions this show up in are directed at white people, shouldn't there be even LESS than this number? No insinuation just a hopeful weed ousting.

I think you have things a little backwards. America is 13% black and most of the questions here talk about blacks in some way.

I'm not sure where you got the 13% figure. According to the U.S. Census bureau, in the 2000 U.S. Census, there were a total of 288,378,137 people in the U.S., of which 215,333,394 were white. According to my calculations, that means that approximately 74.6% of Americans were white at the time of that census.
