All charged violations of the criminal or civil code hurt the accused.

To the best of my knowledge, laws are called "laws" these are passed by Congress or the state legislatures.

There are also "regulations" that are written by executive branch departments. Violations of these regulations sometimes carry civil or criminal penalties.

Some Judges may also impose penalties against any person in the courtroom. The most frequent of these are 'contempt of court' rulings. This may be imposed on people who have not shown the judge and court the respect that is due.

If you want something more specific, you will have to be more specific.
