When you power ON, try going to BIOS (press F1 or Del). If you could get to BIOS screen, your motherboard is OK. Your trouble could be with your hard drive or your OS is corrupted.

If going to BIOS was OK, try this repair for Win XP. You need your Windows CD.

If above procedure fails early, your hard drive may have failed. Have it replaced.

I have a most wonderful dell inspiron 6000 I am replying to you with it - I have never heard of doing such a thing with a laptop - it is out of warranty unfortunately so to get help from dell you will probably have to give them money - the motherboard is changeable but you have to have the service manual to do that effectively - it is available from dell as a free download and I have it and am gonna upgrade some things like my video card - I wish you the best of luck with your laptop - this is a great machine

Hmm.. Are you 120% sure its the motherboard? It could be the memory... Dell computers ALWAYS have problems with memory.. where the memory will go bad and the cpu wont boot or you will get this weird blue screen (Not windows blue screen of death).. Post some more Info about it so that way i can help you further.
