Rational

If you mean √(49) / 100, then you have 7/100
If you mean √(49) / √(100), then you have 7/10

Since the result can be written as a fraction it is rational.

Things like √(2) or π can not be written as fractions and consequently are not rational.

A = √(49/100) = 7 / 10
A rational number, by definition, is a number that can be put in the form p/q where p and q are integers.
