yes, it can be done. i don't really know how easy it is, but I had an ex who found me that way, we both worked for sprint and had GPS-compatible phones, and cops said that's how he did it.
You could also call your cell phone provider and see what they say, they might have some info for you.

yes there are new cell phones that just came out that allows you to track someone but that person of course will know because you purchased the cell phones together.

no you cant unless you have a gps tracker only cops can track by cell phone
