take to a retail outlet and they will run a computer program . free and then you can unlock the program
tech support cannot do this

if it has a code to unlock it it is the last 4 digits of your cell number

well, just go to your nearest verizon store or the website and contact them and ask how they can fix it, they'll know just what to do with any situation, hopei helped.
