I agree with the other answerer. I think you are talking about a lanyard box stitch. look at this site and see if that's what you are looking for.

in the uk we had a craze called scoobying that sounds very similar you had plastic strands and weaved one over the other and made like a square boxed string

the material you use is gimp, or lanyard, or boondoggle. making a square is called the box stitch.
