Lets say that I didn't hear about the internet last week, but that I pretty much dont know much else.
I would like to design a webpage for a new business....I've read from all the other similar questions that dreamweaver is the best software - but I'm wondering if its user-freindly enough that a newbie could use it?

I've actually heard that Dreamweaver is difficult for beginners. I guess some people have a better nack for picking things up than others. You don't have to use Dreamweaver though. Try a web site builder, we use easylava to do ours. It includes site designs (professional high quality), clipart, photos, graphics, wizards, and everything else you need to create a great business or personal web site.

Yes. You can use tables to do what you want and it's easy. Hell, use their pre-designed layouts and change them up slightly to fit your needs. I'm sure there are free programs though. Try cnet.com for downloads for such programs.
