There could be a number of things wrong with it, to start with it might be the power supply, recently in my computer I had almost the same issue but my computer would turn on and act like it was going to boot but it would not, turned out to be the power supply was bad, weird considering it actually got power. You might want to take it to a place like Best buy to do a free test on your components inside. You can also take the cover off the computer, check all your connections and make sure their tight. Sometimes they do come loose. I have seen that happen as well.

Could be a myriad of things, bad RAM, mother board, loose connection, power supply etc etc. Watch the red light and see if it is just blinking or if there is a pattern. Sometimes they flash codes that will tell you what is wrong and if you have the literature that came with it you may be able to diagnose it that way. Not enough to go on unfortunately. Good luck. If you haven't already maybe try calling Dell. Running a Dell 4600 here and when I upgraded the memory and vid card I had the same problem. It was a memory compatability issue for me.

Sounds like the psu has died, look on ebay for a replacement. Get at least a 400 watt atx power supply, you should be back in business. They are too easy to replace, 4 screws and out pops the psu, then unplug it from everything inside the case.

The power supply is detecting a short circuit somewhere in the computer. Best bet is to buy a new computer that's similar (same graphics card at least) and move your hard drive to the new one. This can be a pain to isolate and repair.

Definately the power supply. Pull the hard drive and hook it up to another computer. Download to a dvd or a dongel/ flash drive

unplug your audio equipment to confirm its no longer coming from them, if the noise is quite coming from the pc its feels like your power supply is dieing, returned up your documents and the two take it in for fix or purchase a sparkling one.
