Not to burst any bubbles here, but you don't have enough experience or training for an agency to look at you seriously.
What you should do is take a drama class at school, join drama club, continue with forensics. Do school plays as well.
Then branch out into community theatre and local musicals and plays.
Next step would be local commercials, infommercials and print work.
THEN, you will finally have enough work on your resume to be given more than a glance.
Send your resume, headshot and cover letter around to several talent agencies.
Make sure these are legit talent agencies (find a list of SAG certified agencies on www.sag.org). Do a background check, and remember if anything charges fees up front, or asks to get paid before you do, they are a scam. The only money they should take is the 5-15% of your salary, which you recieve after getting work.
After send your information out, it should be 4-6 weeks before an agency will get in contact with you (if they are interested). From there, only good things should come!
If you are unhappy after the 4-6 weeks, send out postcards with your headshot on one side, and resume on the other to the same talent agencies.
Hopefully then, you will get attention, and get signed, and become very successful!

You're right, you don't have enough experience but that's ok because you're young. I do not suggest putting your school plays and such on what should be your professional resume. Do some theater outside of school and take some classes outside of school as well. In order to get in with agents you need to have headshots and resumes done.
Get a copy of the Ross Reports, it's a complete listing of legit agents and films accepting mail-ins right now. That's about all you can do to get in touch with them. They are hard to reach for a reason. Don't ever call them, they get very annoyed and will shut you down and not respond.

Well if you ask me, they agents shouldnt be Talent Agents but How-I-will-save-my-butt Agents!
Why?
Well, for example, an agent needs a client to act to a role cause the agent doesnt have many clients you can audition for that role. Then, you for example, who your appearance is what he/she needs, he/she gets you!
Many agents don't look at the talent but how to save their butts! How many actors out there have a real talent?? They can be count on our fingers!
So, you just send your resume and head shots to the agencies and just wait! If you want to know, Hilary Duff was taken from Texas to L.A. when she was 5 and had NO expierence from acting! She was just cute and they got her! However, she has a talent! But the person who discovered her, didn't really care about her talent, than her appearance! She was a very beatiful girl so she gave her family a bunch a some thousands to move to L.A!
So just think possitive!

Agents want to see that you have performed in Community, Theater or Professional Theater. They do not want to see what you did in school
Take acting lessons, join the Community Theater in your city and build your acting resume.
