There are several things you can do.
First, what version of what browser are you using? Many of the newest browsers automatically block pop-ups. Of course there are ways websites get around those protections.
It sounds like the software has commandeered your registry though, something malicious software/websites like to do. If you could provide more information on what the software was or the site that it keeps taking you to, I can offer you a better fix.
In the mean time you can try Spybot Search and Destroy, which is a free spyware program that can protect your PC from common PC hijacking software. It can make copies of your registry and other such things, but is rather easy to use.
You can also use Lavasoft's Ad-Aware, which is free to use on home PCs. It'll scan for common spyware but I don't think it protects your system unless you buy a full version.
There's also Trend Micro's Housecall, which is completely an online scan of your system. The good thing with that is that you don't have to install anything, but again, it's not like Spybot, and won't continuously protect your PC.
The last link below gives other options for cleaning up spybots and such. One thing they recomend, and I do it too, is intall an alternate browser.
Personally, I use Firefox, which has a built in popup blocker. It also allows you to to open up multiple tabs, so you can open multiple websites at a time, something only the most recent version of Internet Explorer has implemented. I keep IE installed as a backup.

Sounds like Winfixer, WinHound, or SpySheriff. Pretty bad stuff. Download superantispyware free AND Spybot. Update both and run full scans. One after the other then remove what's found and follow directions they give you. Good Luck

You need to run your Antivirus and Spyware Remover as well.
If you don't have these software then get them from
AVG free edition :
