Back in early American history before toilet paper was invented, people on the prairie used whatever was available. It might have been grass or some leaves, the very rare news paper, horse hair, and even animal fur, which was to a certain extent was reusable.
But one of the most prized possessions was an ear of corn. Now yes you have heard the rumors about using a corn cob to do the job. But the truth of the matter is the corn husks were much prised as a means of maintaining personal hygiene.
They would take the husks after shucking the corn and put them back together to resemble an ear of corn just without the corn and cob. Now if you think about it this little corn-cob-less corn-shuck roll somewhat resembles a roll of toilet paper.
The differences are slight. The roll of shucks consisted of the rough out side of the individual shuck and the soft pliable inside of the shuck. The inside of the shuck because of the soft vegetable matter also possessed a slight lubricating and even odor absorbing quality. So naturally those enterprising people liked to use the inside of the shuck for the business end of the job.
They would hold the roll with their left hand and remove the shuck from the top of the roll with a pealing motion. That way they could just go from removing the shuck to using the shuck in one simple motion.
Because this was a tricky maneuver to perform these separate operations while keeping the shuck roll intact for the next user, the practice evolved that the shuck was always removed from the top of the roll.
So you see if you remove the sheet of paper from over the top of the roll you are following in the best tradition of westward expansion and the customs of the wild west
Therefore to carry on that tradition of the old west I vote for over.

Over most of the time; the only time I put it under is if one of my cats figures out that he can pull it from the roll when I put it over. I put it under for a while if that happens, until they get tired of trying and forget about it ;-)
