all i could say is the "not equal to" sign

Perhaps they're expecting "is not equal to", showing that the null set and the set containing the element "0" are not the same thing.

{ } is a set with no members and is called an
empty set.
{0} is a set with 1 member, the number zero.
These sets are not equal and therefore:-
{ } ≠ { 0 }
