Would not be legal on the road with out insurance tax etc.
But would you be able to ride it and mess about with it on a beach.

Check with your local parks and beach authorities.
Most don't allow motorized vehicles on them.
Find a big parking lot that's closed on the weekends and ride there.

not here in Florida, you have to just have a tag. no insurance
